Written based on the ideas of Lavinia and Icyferno, and the discussion in this thread.
Original suggestion: Allow roleplayers to create their own quests with vanity items as reward.
My suggestion: Original suggestion + allow crafters to "restore" the vanity items to their original appearance.
My take on it is that, quests will be giving out the bare necessities or very old/not too pretty items as rewards. To avoid excluding crafters in a quest system that awards vanity items to players, crafters can "restore" the vanity items to their former glory. Quests will also be menial and categorized for easier checking.
Recommended Minimum Requirements: At least 2 players, 5 posts per player, 250 words per post.

Reward Template
Reward Tiers:
Level 1 to 20 Quest: [HW] Heavily weathered item. Not necessarily ugly, it has many notable faults that lower its value (e.g. missing pages, dented blade)
Level 21 to 40 Quest: [SW] Slightly weathered item. It has some faults that lower its value (e.g. scratches, discoloration)
Level 41 to 60 Quest: [W] Weathered item. It has few faults that give away its need for restoration (e.g. unpolished metal surfaces, crumpled pages)
Level 61 to 80 Quest: [R] Regular vanity item. There's nothing really special about it but at least there's nothing wrong with it either. It's as good as new.
Maximum Crafter Restoration (>80): [X] Improved vanity item. Better than new! Shinier, prettier, cooler than how it used to be!
Field boss and RP event quests: [E] Lore-related and other special vanity items.
NPC Shop items: [N] Event-related vanity items (e.g. Halloween theme, Christmas theme)
Crafter Restoration Rules and Template
Restoration requires a minimum of Level 11 to use the Restoration recipe. Beyond that, the crafter must be at the same level or higher than the item that is being restored.
