Hiro was able to make this mechanism due to the fact that it is a rather simple machine, as well as his Mechanic ranking is presently Tier 2. This job would be easy to someone of his current status in Mechanic crafting skills. The Lock comes complete with a key to said lock, unless specified otherwise (E.G. "Skeleton Key"). Despite it being a simple machine, it was still a prototype, and therefore needed some knowledge of Mechanic skills and jobs in order to be done. Since this will become a schematic for others, the process will be easier, as well as quicker.
