Welcome to post-modern Japan. In Tokyo, while there is a police force in this massive city, there is another force that even they cannot deal with. This force is known simply as the Color Spectrum. Each division, there being 9 in all, is known as a "Color." These "Colors" have control over some kind of mystical power, which may be either a basic element or something man-made. Colors are usually formatted as if they were a street gang, and perform in small operations inside the city. However, there's 4 that outclass the other 5, and one of those other five no longer exist. The colors are broken down as follows:
Blue: One of the Top 4 colors. They control a wide market across the world, and are known for their business sense and their social hierarchy, which is structured much like the feudal system, with their CEO being the "Queen." They control Water, which can flood on the whim of a single user. The water is how they manage their economic system across the planet, with Blue-forged ships. Blue-forged things move in incredible speeds across any body of water, and in response, are incredibly expensive. The CEO, the Queen, is a woman with incredible business sense, and has a vast understanding of economics and how to exploit in order to gain more money. She knows how to ship things quickly and efficiently, and has a firm basis of understanding of the internet as well, managing an online stock market that cannot be hacked. This color is the most wealthy, and has the highest amount of members in every field known to man.
Green: The Greens are also among the Top 4, in that they can move mountains. Literally. They are revered and respected for their strength and will, also that they are incredibly honorable. They were founded in Japan, and have roots going through the entirety of Japanese History. Samurai with the blessing of the Earth were told to be strong willed, and changed the course of Japanese history. One of such famous Samurai is none other than Oda Nobunaga, who proved his power and valor in battle when he moved the land with his blade, and expanded through the strength of his soldiers, which he passed the Green out unto. Descendants are said to have a much weaker version of the power, but are still formidable. They hold strength in the modern world because they are the main construction and destruction force, with many bases across the world. While not as wealthy, they still hold as powerful a name as the Blues.
Yellow: The power of Electricity and currents wasn't formally founded until the early 1900's, when Thomas Edison invented the first Light Bulb. Before then, there were old folk tales of people calling down lightning upon the ground, and stirring up the storms in the sky. There were tales of how people could withstand strikes of lightning, and cast them upon their enemies, disintegrating them instantaneously. While the most recent formally founded color, it has proven to be the most productive of the Top 4. Sending a course of electricity through a person can stop their heart immediately, which makes them the foremost force of attack in the world. Any Yellow that has been put into any branch of the military is given a high rank, as well as a large pay grade. On the home front, electricity is recycled and created by volunteer Yellows in tiny, eco-friendly factories set up in large cities across the world, in an effort to decrease pollutants in said cities. They are the world's proudest soldiers.
Black: Assassins and Thieves center around this dark art, making it the most fearful of the Top 4 colors. Police have no way of combating these people, as their power lets them meld into shadows, and evade all sorts of attacks and detection. Where there is light, there will also be shadows, allowing them to thrive in every city across the face planet. Sometimes they're used as Secret Operatives in military missions, but since there hasn't been a need for such dark-handed techniques for such a long time, they haven't been needed. Because of this, they have shifted towards burglary and assassinations. They do not have a place where they all gather, since shadows linger in every part of the world, so they transfer information and work anywhere in the world. The key to becoming a Black is being able to tell when one is around. Should such a thing happen, the person who found the shadow will be offered a place in their ranks. They only take in the most cunning and exemplary people to conduct their crimes. They are the world's foremost Crime syndicate.
Orange: The Largest of the Lesser 5, they are not seen in most places other than tropical islands or places with volcanoes, or with immediate access to lava. That being said, they control lava, and to an extent, fire. While not having direct control over fire, they can produce lava from the bare ground, making a pool wherever and whenever. This power is useful to a point, but not really much else otherwise. The user can mold it into forms, making an Orange one of the worlds most highly-paid marble and stone artists. The lava cools when the one who molds it is done molding the shape of it. Additionally, it can mold Glass, Iron, Steel, anything that has a base of a type of ore or ground. While not powerful in the sense of battle, it is made up for in aesthetics.
Purple: Viewed as the most hated of all the Colors, as it controls anything Toxic. They are centered mostly in large, polluted cities, and thrive in China, where they can literally bend the air around them and suffocate people. Since there are only a handful of polluted cities elsewhere in the world, the power of this Color isn't very well known, or respected. They are viewed as some sort of monster by the rest of the world, and a demon by those who live to see one. They are sadistic, and they can also end up killing one another in a debate or argument. They kill each other off too much for their own numbers to grow, so they are considered one of the lesser colors. Their sheer terror and power still keeps them above the other three colors.
White: The people of the White are centralized in cold places, like northern Canada, northern Russia, and the Arctic. They are few and far between, thanks to their power being able to control Ice and all that that entails. They are viewed as inferior, as the Blues can easily move the ice around as well, but they are less of a Color, and more as a people. They are recognized for having Eskimo and Nomadic qualities, since they can form a home wherever they want to in the frozen terrain across the planet. Some live in Hokkaido, as the snow in the north can get to a point where the entire landscape is covered. They adapt quite easily to their surroundings, and have begun to move into the more populated parts of the world. This includes Tokyo.
Red: None would suspect how lowly regarded the Reds are. They control fire which is, in and of itself, incredible, but they are easily countered by every other color in some way, shape or form. Since they aren't really considered a Color anymore, with the invention of the Flamethrower during the second World War, people had gone around with a modified flamethrower and tried to pass themselves off as Reds. The problem is that it worked, since that is almost all that a Red can really do with their fire. The members of this Color are quite often only Street Gangs, and even then are considered as such. Tokyo has the largest community of Reds, numbering to about 100. They have rigid testing mechanics, so that they do not grow too powerful. They are also quite humble, which ultimately places them as the lowest Color in the lesser five. Well, the lowest existing color.
Clear: Old folk tales tell of a select group of men and women who are able to control the entire spectrum of abilities. While this sounds as if it were some kind of miraculous being that is reminiscent of The Avatar, the problem with this Color is that the supposed "Avatar Cycle" has ended. A Clear has not been born in so long a time that it is no longer even considered a Color. It is considered the lowest of the Lesser classes, since there is no one in existence that has this power.
Becoming a Color:
To become a color, one would need to seek a member of the color, and be given the gift by one of the higher ranking members. The highest ranking member is given the power by a direct descendant of someone who controlled the power. In this day and age, nobody wakes up one day and finds out they have this gift. It is now given by the higher ranking members to those they feel deserve it. In this RP, should anyone decide, you can RP out how you gained your power, or just go ahead and assume that you already have it, and go along with it. Otherwise, there is no other way to have a Color in this RP.
RP Rules:
1. You may NOT be a Clear. They're there mostly for flavor text/legends.
2. You may NOT spontaneously gain a Color AFTER YOU FIRST POST. You must start out with a Color from the first thread, or you can RP out how you got your color.
3. You may NOT create a new Color. These are what they are for a reason, and all of them have their own importance.
4. You MAY request to join a different Color, if you choose to. This will mean that you LOSE YOUR CURRENT COLOR, and REPLACE IT WITH THE NEW ONE. There will be no person with more than one Color at a time. This can be done by letting me know through a PM (Hirosame) or In Character.
5. Data Holder has agreed to make GM Threads with NPC's, should this Side Story ask for/require it.
6. [Spectrum] Threads will require either [Spec] or [Spectrum] before the Thread Title, to signify that it is for this Side Story.
7. You MUST have some kind of item on your visible character that designates what Color you belong to. You may go about presenting this in any way you desire. Like, for example, you're an Orange. You may have on an Orange shirt, bandanna, tie, anything that can be seen, and designates your character's color.
The heads for the major Colors are acting weird lately, as if something is going on behind closed doors. You feel that, pretty soon, something is going to be happening outside of the natural boarders of the Colors. Something is out of place in the country of Japan. Something is going to happen, right here in Tokyo. You are free to follow the Color of your choice, and work under that current Color Order, or you can freelance and go out on your own to find answers, better your life, befriend others from different Colors, or even join a different Color. The world is your sandbox to do pretty much anything at this point, but keep in mind that your actions may just effect the tides, whether it is for or against the general populace. Make your own place among the Colors.

There are tons of street battles or wars between the colors, and the local police force are basically a non-factor. This setting can also be expanded into outer reaches of Tokyo, and the addition of more places depends on if this side story gets out well enough.
