Basically what the name implies.
The idea isn't to bloat the skill list, but rather to create a system that over time (probably a long time) allows us to create either our own skills or custom "overskill" applications)
Example of what I had in mind:
Tehm - Research (Monkey Style: Elusive Attacks)

Basis for skill: The style of tai shing pek kwar is essentially a reactive one. After months of sparring, tehm now feels confident that he can fight best reactively to his opponent; waiting for them to begin to strike before attempting to evade and counterattack.
Application of skill: The monk "holds their action" tripling their chance to evade the next attack. If the monk succeeds in the evade they may choose to perform a counter attack, if they do, then they reroll the evade chance; If they succeed again then they successfully counter attack, if they fail then the opponent evades theirs.
Overskill example:
Fubar - Overskill Research (Barrier Bridge)

Basis for Skill: After much testing (and conferring with mods) it was determined that shaman "barriers" function essentially as force-fields, deflecting attacks until their damage threshold was exhausted. After testing it was discovered that if one placed a Barrier on Alice in a crouching position then Bob could stand upon the barrier protecting Alice without immediately breaking the barrier. Further testing demonstrated that it was possible to cast barriers via careful aiming alone, rather than attaching them to a specific player or object.
Application of skill: The shaman may make a barrier up to 10 foot^2 in surface area that is capable of supporting the weight of a single adventurer. Applications of this skill including bridging rooftops, creating small ledges on which to stand and cast, creating a small (~5') stair case in order to climb obstacles, etc.
No more than 1 Barrier Bridge may be active at a time, Barrier Bridges will break if subjected to more than ~200lbs of weight, Concentration must be maintained throughout the life of the barrier or its strength will quickly wane. Casting time: 1 second.

Much like with crafting claims, it would be up to the mod to either accept the claim and make the skill purchasable to the researcher only or reject the claim forcing the player to either "go back to the drawing board" or continue RP-ing it out, trying to eventually master the technique over time.
